This best I could determine from internet research is this piece appears to be a reverse painted intaglios and dates in the 1920s or early 1930s. It is costume jewelery made in the Victorian style, reminiscent of reverse carved and painted intaglio glass or rock crystal jewelry. This appears to be brass metal with a glass center.
